When is a deal a deal?

I think we all agree that a man should keep his word IF a deal has been made. Even if it's a verbal agreement I think it as good as done (IMO), however, without a deposit or signed agreement both parties still have the right to change their mind.
I look at it this way. What if the buyer decided at the last minute (maybe he was already there) he did not want to buy (or something happened while he's on his way) and he doesn't or can't buy the car? It seams to be more "excusable" if the buyer backs out.
It's no doubt a hard subject to deal with, but I still think either person has the right to change his mind.
