AN OPEN TITLE IS A TITLE THAT HASN'T BEEN SIGNED OVER TO ANYONE ELSE .
It's not a matter of being legal, I'm not trying to do anything illegal with the title. If you can buy them at a swap meet why would it be illegal for me to ask for one? AL
