Well if he e mailed you saying it has came back I would ask him to send it again asap and to send you a tracking number....I know it been 3 weeks but maybe give him benefit of doubt just once...he could be telling the truth. I would also want an explanation as to why it came back...you should be able to smell the BS if he is not telling the truth.
