Assuming that you are torqueing the caps on to proper torque specs i would trust the telescope gage more than the plasti-gage, although i don't use either method, i use a dial bore gage which is more accurate, but i also have gage blocks for setting the dial bore gage.
I agree that .002 is too tight for any racing motor and i usually buy .001 over bearing or polish the crank .001 under.
