rack and pinion loosen up

need to loosen rack cant turn wheels buy hand, jacked up with no steering shaft in.

Disconnect the tie rods and make sure the tightness is in the rack, not in the tie rods, ball joints, or struts......if the rack is that tight, it probably has an internal problem.
